BUILDING THE DIGITAL FOUNDATION FOR THE FUTURE ECONOMY
How Liberty Networks is powering a more connected, intelligent and resilient Latin America and the Caribbean.

Beneath the world’s oceans lies the real infrastructure of the global economy. Nearly 550 active submarine cable systems—spanning some 1.3 million kilometers—carry more than 95% of international traffic. They are the digital arteries through which the world’s ideas, algorithms, and commerce flow.

“Subsea networks aren’t just cables, they’re the foundation on which tomorrow’s economy is being built,” says Ray Collins, senior vice president of infrastructure and corporate strategy at Liberty Latin America. “From AI and quantum computing to autonomous systems and immersive digital experiences, none of it happens without fast, resilient, low-latency global connectivity.”

A new digital crossroads

Across Latin America and the Caribbean, the pace of digital transformation has accelerated dramatically. Connectivity has evolved from a technical utility into a strategic differentiator—enabling innovation, trade, and inclusion.

Resilience, latency, and international diversity are now the core currencies of digital growth. Borderless data mobility, instant transactions, and global collaboration all depend on networks capable of withstanding disruption.

“Our investments anticipate the future,” says Collins. “We design networks with multiple redundant paths, intelligent monitoring, and built-in resilience, ensuring that connectivity remains seamless, even in the face of extreme weather or unforeseen events.”

Liberty Networks is therefore not simply expanding capacity; it is architecting the digital backbone that will underpin the region’s participation in the next great wave of technological evolution—the AI, cloud, and quantum-driven economy.

MANTA: The next frontier of subsea connectivity

The MANTA Submarine Cable System exemplifies this vision. As the first international subsea system in the Gulf of Mexico, MANTA directly connects the United States and Mexico with Central and Latin America—a 5,400-kilometre data corridor designed for a new era of intelligence and scale.

Developed in partnership with Gold Data, Sparkle, and SubCom, and integrating seamlessly with Liberty Networks’ existing subsea mesh, MANTA introduces a new standard of performance. It delivers ultra-low latency and a minimum capacity of 22 terabits per second (Tbps) per fibre pair, ensuring that everything from cloud platforms to AI algorithms operates closer to real time.

“MANTA is more than infrastructure,” Collins remarks. “It represents a new digital bridge between the Americas, accelerating innovation, empowering ecosystems, and enabling the sustainable digital growth of the entire region.”

Expanding access and accelerating growth

Further south, Liberty Networks recently announced that it has been entrusted with the creation of El Salvador’s first-ever fiber-optic submarine cable system by the government. This nationally significant cable will connect the country directly to global digital hubs and lay the groundwork for exponential growth with significant capacity and reliability that is only available through subsea connectivity.

Likewise, Liberty Networks is investing in the reconfiguration of its MAYA-1 system, creating MAYA-1.2. This enhanced and extended system will double the existing capacity, ensuring stronger, more versatile connectivity between key landing points across the Caribbean and the Americas.

Each of these initiatives is designed around a simple principle: future-proofing the region’s ability to grow, adapt, and compete in the world’s increasingly digital economy.

Scale, resilience, and readiness for what’s ahead

With close to 60,000 kilometers of submarine and terrestrial fibre optic cable systems, Liberty Networks already operates one of the most extensive and redundant networks in the hemisphere. Yet what distinguishes the company is not scale alone—it is foresight.

“Our infrastructure is built with resilience at its core,” Collins says. “But our mission goes beyond connectivity. We are enabling the digital economy of the Americas—ensuring that every country, community, and enterprise can participate in the next wave of global innovation.”

Even in the face of natural disasters such as Hurricane Melissa in 2025 and Hurricane Beryl in 2024, Liberty Networks’ systems remained fully operational—a testament to resilience, intelligent network design, and proactive restoration planning.

Beyond infrastructure: driving value through innovation

Liberty Networks’ approach extends from physical assets to digital intelligence. Its suite of wholesale and managed services—including IP transit, MPLS, and advanced security—supports carriers, cloud providers, and enterprises with the reliability and intelligence their businesses demand.

Integrated cybersecurity measures, like real-time DDoS mitigation, and innovative services such as Network Operations Center as a Service (NOCaaS), reinforce Liberty Networks’ philosophy of continual value creation. This is not about selling bandwidth; it is about enabling ecosystems and economies to thrive.

Enabling the intelligent economy

For Liberty Networks, every cable, landing station, and point of presence (PoP) represents more than infrastructure—it is an investment in possibility. With headroom for growth, adaptive architecture, and relentless innovation, Liberty Networks is building
the digital foundation on which future technologies such as AI, edge computing, and quantum systems will rely.

“Connectivity has become the essential infrastructure of economic resilience and innovation,” Collins concludes.

“We’re not just connecting countries; we’re empowering the region to lead in the next era of global progress.”
